1. Disclaimer

Once you are above 33.34% Critical Strike, you should change all your enchants, gems, and food buffs to Haste instead.

2. Gems

You should use Saber's Eye of Intellect in one socket, and Deadly Eye of Prophecy in all other sockets.

4. Consumables

Flask of the Whispered Pact should be used as your flask of choice. You should eat Lavish Suramar Feast for the +500 Intellect buff (or the cheaper Hearty Feast if you cannot afford the +500 food). Alternatively, you can eat The Hungry Magister for the Critical Strike buff (or Leybeque Ribs, if you cannot afford the +375 food). Ancient Healing Potion should be used in place of Healthstones.

Potion of Prolonged Power is the potion of choice for Frost in any situation where you will be able to take advantage of the full duration of the effect. Potion of Deadly Grace is an alternative option for short duration burst or priority damage.

If you can afford it, you should also use the Legion augment rune: Defiled Augment Rune. Note that it now works in Mythic+ dungeons (it did not used to).
